Nurses in Communities Preparedness: Japan’s Nursing Role in Disaster-Ready Communities

About the event

This webinar we welcome Dr Kako Mayumi from Hiroshima University. In 2023, the population aged more than 65 years old counted 29.1% in Japan. The number of people living with illnesses or disabilities in local communities is increasing. This population is expected to increase further in the next 30 years. Currently the transition and expansion of home care delivery service is rapidly progressing and nursing care service is one of them. In Japan, this situation is compounded by the fact that the country is prone to natural disasters. In addition to hospitals, how should people who require health management or disease management in local communities respond during disasters? Nursing professionals have historically been by the side of those who need care and treatment. It is no exaggeration to say that nursing professionals are also by the side of those who need care in local communities. Starting in the 2024 fiscal year, aged care facilities including home visit nursing services have been required to establish business continuity plans (BCPs). Developing disaster preparedness plans is essential for maintaining business operations and, ultimately, for continuing to provide care to those who need it. In this presentation, based on survey results, I would like to discuss how nursing professionals should approach disaster preparedness in their communities moving forward, along with considerations for mutual learning between Japan and Australia.

  • Understand the Role of Community Nurses in Disaster Preparedness Explore how nursing professionals in Japan support vulnerable populations during emergencies, particularly within aging communities and home care settings.
  • Identify Core Components of Business Continuity Planning (BCP) in Aged Care Learn the essential elements of BCPs required for aged care facilities and home nursing services in Japan, and how these plans ensure continuity of care during disasters. 
  • Compare International Approaches to Community Health Resilience Examine mutual learning opportunities between Japan and Australia in developing effective disaster preparedness strategies for community-based nursing care.

 

About the speaker 

Dr Kako Mayumi - Associate Professor, Hiroshima University, Japan

Dr Kako Mayumi who works at Hiroshima University. She had nursing education at Kobe City College of Nursing in Japan, and four year of clinical work experience at medical and neurosurgical ward in Kobe Nishi Medical Centre. With her great curiosity studying in English overseas, she decided to study in Australia, then studies from the Bachelor of Nursing to doctoral degree at Flinders University, South Australia. Since she had experience in the 1995 earthquake in Kobe during her clinical work in her hometown, her interest had been with disaster nursing and health. Through her other work experience such as working as a consultant in WHO Kobe Centre and community voluntary work after the earthquake as a nurse, she strongly believes the importance of communication to plan from non-disaster period with various sectors to create the resilient community. Dr Kako has experience in collaborating internationally working with the countries such as Australia, Bangladesh, Cambodia, Indonesia, Türkiye, USA and many others. She also works with the domestic local organizations such as community disaster risk reduction officers and volunteers. The recent work completed is to evaluate the public health care system by utilizing the scorecard. Her research interest develops to strengthen network between community care facilities and stakeholders who are benefitted from those facilities. She also believes that it is critical to work with them to support the system and network not only during the disaster period but also work from the non-disaster time.
